Code Review

This pull request addresses a UnicodeDecodeError that occurs when running sky check on Windows Subsystem for Linux (WSL). The crash is caused by non-UTF-8 characters in the output of a subprocess that retrieves the user's home directory. The proposed fix adds errors='replace' to the subprocess.run call, which prevents the crash by replacing invalid characters. While this is a valid approach, I've suggested an improvement to use errors='surrogateescape' instead. This is a more robust method for handling arbitrary byte sequences, especially for file paths, as it avoids data loss and reduces the risk of invalidating the path.
