Updated RBAC and release.yaml to the v0.19.1 build release.

Did you replace the whole release yaml with the one from build v0.19.0 or v0.19.1 ? I am expecting more changes, e. g. on the crd with the runtime class addition.

Took the v0.19.0 sha. Are we taking v0.19.1 ?
