spec: RedisVL MCP framework specification

This PR (not to be merged) introduces a specification document for the RedisVL MCP framework. The goal is to have a clear design document to guide agentic development on this feature.

Adds a large design/specification document and updates uv.lock to reflect the current redisvl version; no runtime code paths are changed.

Overview
Adds spec/MCP.md, a comprehensive draft specification defining the planned RedisVL MCP server contract (config schema, tool request/response shapes for redisvl-search and redisvl-upsert, lifecycle, errors, and testing/CLI integration expectations).

Updates uv.lock to bump the editable redisvl package version from 0.14.1 to 0.15.0.
