Remove pre-commit.ci config and add GitHub Actions workflow for weekly pre-commit hook updates on Sundays. Also shift Lucide icon update from Monday to Sunday so all notifications arrive on weekends. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
