Add workflows to track PHP patch versions via php-versions.json, open PR bumps, and build/publish pinned minor-line PHP binaries to the latest-build release. Switch pvm remote resolution and downloads to the manifest + GitHub release artifacts, set PHPRC to a per-version php.ini, and add a pvm xdebug on/off toggle.
