Derive flash-loader PIC relocation metadata from ELF relocation records, keep static_base_offset separate from data_section_offset, and normalize the public schema around compact address_relocation_ranges without holes. Add end-to-end target-gen ELF fixture tests for zero-VMA and nonzero-VMA extraction, update runtime rebasing tests, and document the change in a changelog fragment.
