This PR adds the metadata for the plugin "signalk_notes_opencpn_pi" version 1.0.0.1.
✔ All XML files validate successfully against ocpn-plugins.xsd.
✔ All builds have been uploaded to the Cloudsmith Alpha repository.
✔ The metadata follows the naming and schema conventions required by the installer.
✔ The plugin repository has been transferred to the organization account (formifan2026) and CI builds run reliably.
This PR targets the Alpha branch as the plugin is currently in the experimental stage.
Please merge so the plugin becomes available in the Alpha catalog.
