If this agrees with how the Alma user model will be used, r+. Especially since the format has Z in it, this probably should have always been UTC…
It doesn't look like created_date is even used by Framework right now beyond being shown as a property, so I can't fathom a regression.
Edit: I was able to confirm yesterday evening that this branch does indeed fix the original problem noted in AP-337.
