This uses the new clickops-style release automation I've been working with, as well as switching over to more durable GitHub App authentication. Also trying out Cargo Trusted Publishing with this one! See: 9999years/command-error#31

This changes the release automation from a model where release PRs are generated automatically to a model where release PRs are generated clickops-style with
workflow_dispatchtriggers.
