Add method to enable/disable reactions in chat

I have a mafia game bot, I need to turn off reactions to messages during the game and turn them on after the game is over. This will also be useful for many other games, but it's not possible to do this right now.

Most chatwise settings are supposed to be controlled by regular chat administrators, and not bots. Why do you want to disable reactions during the game?
