Single Package Authoring (Dual Per-User / Per-Machine)

Question

I rarely make per-user installs have don't remember the last time I looked into single package authoring. What is the consensus these days? Does the guidance at https://learn.microsoft.com/en-us/windows/win32/msi/single-package-authoring and WiX support make it worthwhile or is it safer to just offer a PerUser.msi and PerMachine.msi likw how I see some vendors doing it?

I'm trying to make a perUserOrMachine MSI but it's not behaving correctly. The relevant bits are:

Perr user installation works fine but per machine doesn't. The root problem seems to be here:

It's using the user profile for both scenarios. ALLUSERS=2 and MSIPERUSERINSTALL=1.

I am not sure what I'm missing here.
