Apple `container` support in `vscode-container-client`

Apple has a new container tool which can run lightweight containers in MacOS, would be nice if it was added a container client. I'm willing to contribute if its something you guys think can be added to this library :)

I just linked this issue as a sub-issue of microsoft/vscode-containers#143 (we'll need an issue in both repos anyway). This is definitely the right library to add it to, and we would gladly welcome contributions!

Most of our clients derive from DockerClientBase, but Apple's container runtime is different enough that it might not be practical to extend that class. You might end up having to write a bespoke one.

From what I understand, the DockerClientBase is used to issue CLI commands, and both Docker and Podman clients share the base as the CLI for both are identical (only different is how the output of each are parsed). Apple Containers are not compatible with Docker CLI, so it maybe a better idea to implement an AppleContainerClientBase and extend to AppleContainerClient, if this sounds good I will go ahead attempt an implementation and subsequently raise a PR 🙏🏾

I don't think you'll need to separate into a AppleContainerClientBase and a AppleContainerClient class, you can put everything into one class. I do not foresee any future runtimes coming into existence that are more Apple-like than Docker-like. Still, if that does happen, we can refactor later.
