Base image for faster builds

Proposal:

If we want to speed up the build, we can create a base image consisting of:

• Ubuntu
• Python
• Ukrainian lemmatizer

The point is that these components change very rarely and take a long time to build, so it makes sense to build them once and then reuse the image.
