Horizontal Pod Autoscaling

For example, I have set HPA at 60% CPU. If I have an application which runs at 70% CPU when only one pod is present and at 55% when 2 pods are present. Then the number of pods would continuously oscillate between 1 and 2. Why can't we have 2 different configurations for scaling out & scale in? Then I could configure scale-out at 60% CPU and scale-in at 30% CPU to avoid oscillate on the number of pods.
