Enhancement Description

• One-line enhancement description (can be used as a release note): a new deployment policy, that can be used to determine whether to replace terminating or terminated pods in deployments with new pods.
• Kubernetes Enhancement Proposal: KEP-3973, KEP-5882: split DeploymentReplicaSetTerminatingReplicas and DeploymentPodReplacementPolicy features into two standalone KEPs for easier tracking. #5883
