What?

Add ability for community admins to flag users as potentially spammy for superadmins to review
- "Flag" button next to archive in both top-level discussions and replies

When flagged by a community admin:
- User is put into "unreviewed" section of superadmin user spam dashboard if they're not there already
- Slack and/or email sent to KF team notifying the user has been flagged, and which admin/community flagged them, and a link to the user spam dashboard filtered to that user's slug. Note that these should not include the user's email
- Maybe: hide all user comments in that community until they're back into "confirmed not spam"? But we want to avoid needing to whitelist every new user, so maybe we need another "flagged" status that does this?

Nice to have: ability for superadmin to immediately mark user as spam from either discussion or their profile page
Why?
So admins have a way to quickly notify the KF team of potential spam users to evaluate and block, rather than needing to email.
