ctl_pci_properties_t and ctl_pci_state_t report 0's

Hi all,

both structures for the PCIe bandwidth report 0 in all members:

• ctlPciGetProperties() / ctl_pci_properties_t::maxSpeed.gen / ctl_pci_properties_t::maxSpeed.maxBandwidth / ctl_pci_properties_t::maxSpeed.width
• ctlPciGetState() / ctl_pci_state_t::speed.gen / ctl_pci_state_t::speed.maxBandwidth / speed::maxSpeed.width

Couters for PCIe throughput like Sysman's zes_pci_stats_t::txCounter / zes_pci_stats_t::rxCounter / zes_pci_stats_t::timestamp are missing.
