Feature Request: route .by domains and Belarus-related traffic directly (like .ru) for user safety

Currently, the default config routes .ru domains and traffic matching geoip-ru/geosite-ru directly via the direct outbound to avoid proxying Russian traffic through the relay server.
I propose extending the same direct routing to Belarus (.by domains and Belarus geo traffic) for the following reasons:

• Belarus has severe internet censorship and restrictions on freedom of expression.
• Belarus is currently in close political, economic, and security alliance with Russia.
• Proxying access to Belarusian local services (banking, government portals, mobile operators, etc. that often require BY phone verification or geolocation) from a foreign (e.g. German) exit node creates unnecessary risk of account flags, additional scrutiny, or blocking for users.

Since geoip-by and geosite-by rule sets are not available in the current remote sources, the minimal safe change would be to extend the existing domain_suffix rule:

If/when geoip-by and geosite-by become available, they should be added analogously to the existing RU rules.
This change would significantly reduce risk for Belarusian users without affecting functionality for others.
