Is there a way to allow the CLI to draft emails but not sending them?

Hello,

Thanks for the great GWS CLI tool! Is there a way to allow the CLI to draft emails but not sending them?  As far as I can tell, the `gmail.compose` scope allows people to draft emails as well as sending them, but we only want the formal without the ability to send them. Is it possible to configure that with the CLI?
