Update MPFR

Hi,

Would you consider updating the version of the MPFR library used in this package? A number functions were added in 4.0: https://www.mpfr.org/mpfr-current/mpfr.html#Added-Functions
Most notable for me is incomplete gamma, but there're others as well.
